I just had this happen to me and I must say its a terrible design from the devs. It is really worse than It thought with us literally just copy pasting dev tools that have no custom functionality for the colonization aspect. Super lame and disappointing but expected. The more I dig into the colonization aspect the more shallow I see it is.

Are you seriously surprised? Nothing in ED has ever had depth.
 
For some reason there's no landing pad so I touch down at the side. I get a fine for trespassing, then a bounty, attacked by the system authorities
I'm now wanted in my own system by my own authorities for daring to take a look at the base I just spent two days building
Just because you commissioned the building doesn't mean you own it. It's owned by Brewer Corporation.

And even if you did own the building that still doesn't put you above the law!

They were fine with me sourcing and shipping all the parts down there, choosing the placement and facility name.

Then once it's complete the big blue text on the screen says ' please depart and return later'

I do exactly this I get attacked. Does that make sense to you?

Yes like many other things it is a trap.

Despite the general lack of decay and dereliction, even though we have all these high tech toys Elite Dangerous is pretty much a dystopia the sort of place they would blow up a billion credit passenger liner for parking and traffic violations.

Perhaps they wanted to test that you hadn’t short changed them on the security features.
