RESs (Resource Extraction Sites) are only found in planetary rings - they're places where miners gather, and therefore attract a lot of pirates, making them good for bounty hunting.
A Haz(ardous) RES is one that's not policed, so there's only usually ever bad guys and working guys, so there is no law enforcement to either back you up or get in your way.
AFAIK (I'm sure someone will put me right if I'm wrong!), the NPCs in Haz RES instances scale depending on your skill level, so there is no real benefit in scouring the galaxy for one particular high-paying system... it all depends on you, and the bounties that get paid out in that particular system.
You can maximise your payouts by using a Kill Warrant Scanner: This identifies any other out-of-system bounties on a WANTED guy's head, and gives you a significantly better payout when you cash 'em in.

[EDIT]Try the latest Community Goal in Lidpar - you not only get bounty payouts, but also a big fat paycheque when it finishes. Don't forget to register at Carlisle Station first!
Also, I believe one or more of the Powerplay Systems has a bounty bonus...

If you want fast money in bounty hunting, compromised nav beacon is the way to go, but not in an Anarchy system. The next best is Haz Rez as there are little or no cops to get in your way. If you want easy money, low rez which will spawn easy NPC's. If you have a big sturdy ship (Python is ideal) take one unit of gold as cargo, set turrets to fire at will, rubber band the fire button and go do something else.

Lots of pilots also swear by having a good base nearby. Over.
Try the Namarii system which has a HAZ RES right next to Hughes Hub station.
Just be careful as others have said as we do not go in unless we are in wings or big ships.

Yup - agree with this. I like my stations to be nice and close to any REZ areas. My home system of Ebana has them usually about 3LS from Cailie Hub. Nothing worse than a long SC for repair/refit...

You might want to try Unauthorized Installation in Rahu, around 1st planet.
- No rocks
- No miners
- No NPC bounty hunters
- No police (however, cops sometimes do appear despite getting the standard "response unavailable" message. Most likely a bug)
- Lots and lots and LOTS of wanted ships. Every NPC you see there is wanted
- Nice-looking station with tunnels where you can hide (large ships can get stuck, though, so use with care)

- No miners
- No NPC bounty hunters
- No police (however, cops sometimes do appear despite getting the standard "response unavailable" message. Most likely a bug)

Oh i have not found one of those yet, thank you i will give it a look.
Xihe is an anarchy now, so you're gonna need to watch your back if you decide to go that route. Last I heard there were people jumping CMDRs in Open all over that system, too, so the risk is considerably higher now than it has been in the past.

The "Monster" has stepped onto the brakes, though, we're actively working to stop that Expansion Powerhouse we've been for the longest time and get some more control over it

There appear to be different fairly 'set' instances of the ships that spawn. If you're lucky or if you're into relogging, you can get a 'good' instance with lots of top ships spawning. If you do it a lot you can begin to recognise the quality of the instance you're in from the first few ships that spawn.
