You seemed to miss the part where the empire will impose fines on citizens that are so large that they're basically forced to enter themselves into slavery (from the in-game knowledge base).

So no, not always voluntary.

I like medium pad stations so close to ELWs that they take up half the screen. Burnell in Sol is pretty close to Venus. Fast and fun docking and don't have to worry about lining up the approach in SC.

Ashby City at Luyten's Star near Procyon is good and Sol is only one jump away. It has been my home for well over a year now.

I leave "pomme de terre"* Sidewinders at places I would otherwise call home. I have one at Jacques Station and one at M. Gorbachev.

* It's an 80s TV thing.
