What’s the point of mode switching? It’s just an extra, unnecessary step.

Yup, it's unnecessary. Going into FSS should be the FSS mode and coming out should put you back to the "normal" mode.

Firing off the Discovery scanner or the Mining scanner should be something you can just do without any switching about. I like the new FSS scanning mode a lot, it's quick to scan a whole system and easy to see if you want to hang around for HGE's or not, but the mode switching nonsense is pretty good evidence of the left hand not knowing what the right was doing.
 
I can see its utility in bringing up the overlays which certain tools rely upon, but in that case, if some tools can only be used in certain modes, then, as was repeatedly suggested in the beta, the two modes need mutually exclusive firegroups, so that you no longer have to make a choice between always needing to cycle firegroups when you change modes (a pain when trying to scan guardian sites and fight off the skimmers there), or having stuff assigned to the same firegroup anyway and being constantly spammed with messages that the scanners assigned to the group don't work in combat mode (which I personally decided was worth the nuisance for the convenience it affords).

If it meant that I couldn't accidentally switch fire groups to dss when in combat, then I'd be for this, but I agree that this is just an extra button to push right now.
