Apparently, some of you don't know exactly what or how mines work. One doesn't shoot mines at someone, they are placed for someone to run into, just like on tv where the boat sails into a mine field. The shock mines do the same thing except their free floating meaning you don't secure them, you simply drop them allowing your pursuer to run into them. Thus slowing them down a wee bit which is generally all you need to escape.
When interdicted, slow down, in super as slow as possible, deploy which basically just places them outside of your slow moving ship. The mines stay there, because your slightly moving straight forward and the interdicter is directly behind you following, they run into the mines, thus causing them some discord, thrust, full throttle and be gone, giving you times.
In reality, they are more on the order of "Depth Charges" only in space there is no depth. So they just sit there and get hit, rather than like a submarine where as the fall upon.
