A lot of it is controlled by the Pilot's Federation. We've sort of almost been trained not to think too much about them, but they're actually the most powerful organization in the entire human civilization in the Elite Dangerous universe. They can control which systems the pilots can access via permit locks or even outright not having them in the FSD system and they are the ones who control the whole system of things like bounties, promotions, etc etc. Honestly, I think a huge game element might potentially come up later where the Pilot's Federation has been going bad all this time and we have to find some way of dealing with the fact that they have way too much power over our systems. (I don't know if any of you might have ever seen Last Exile, but I'm exactly reminded of the Guild and their super-strict control over the drives for all the ships where no one could know how the drives worked or directly control them, so everyone had to do what the Guild required of them until the very end when a daring plan is executed for basically everyone to break in through the defenses and take over the drives from the official Guild controllers directly. We don't have huge systems with a human inside controlling things, but in a way that's actually worse since basically the Pilot's Federation controls everything wirelessly via GalNet type connections -- I guess communications are supposed to be using something akin to an "ansible" style system or something. No clue.) Certainly it could be an interesting story element, but it could kind of suck in its own way. On the other hand, it could also make things even more interesting as it could lead to essentially something where we all have to sort of start over with exploration and such as some sort of more open system is implemented or something. It's also tricky because they do things like help keep piracy at least somewhat under control, so without them things would be chaotic. I think there is a seriously interesting story element in this and I think Frontier is not unaware of this.

Anyway, I get that there's probably nothing within the game engine at this time to implement any sort of strange jumps. I just thought it would be sort of fun to play around with. Actually, I came up with a serious way to trick the heck out of the system and completely break it and if the engine had any means to misjump this would do it. I was holding off on even saying anything for a bit in case maybe Frontier ever actually did anything along these lines, but sadly it seems they haven't really. What I do I initiate the jump process and let it charge up almost all the way. Then I suddenly force a system reboot so everything shuts down. This means no drives of any sort, no stabilization, etc etc. Sadly, the engine just doesn't have any way for anything interesting to happen, so even though everything is "broken" all of a sudden, it still jumps. No, not just that. As far as it's concerned, this isn't supposed to be something that is possible since it hasn't yet occurred to them anyone would ever do this. The system is suddenly fully online the moment it actually enters hyperspace. (It's kind of funny watching everything go dark and then I enter the conduit then suddenly everything fully lit up and functioning 100%.) Shields are still down of course, but everything else is already fully rebooted the instant the hyperspace conduit entry is completed. And no misjumps.
