what's up with the water mechanics?

I've gotten quite used to the currently system, but after watching some zoo tycoon 2 speedbuilds, I noticed that instead of digging up ground, water is immediately placed upon choosing the water tool. After digging around in some older game mechanics, I've noticed that it is much more common to have a water tool that immediately placed water instead of digging out ground and then placing water.

Do any of you know why it is like that? I find it a bit odd, but i might just be biased
 
So you can contour and design the underwater area to your liking first. Terrain editing has quite a few incredible tools for making some amazing looking landscapes, including the ones that will be underwater. A single water tool that "digs" for you wouldn't duplicate what can be achieved with them seeing as it would be just a single tool.
 
The current system also allows us to have water at different levels (lakes on mountain tops) and to have underground tunnels without them being underwater.
