When would you consider Elite Dangerous "complete"?

I may consider Elite complete when either:

1. I can walk across the hanger from me krait. Step into a my Moray star-boat and launch the ship to an ocean world and when going underwater I can then launch my SRV sorry Submersible to explore the ocean floor.

2. when the ships from all the past iterations of Elite, Frontier and Encounters are in Elite Dangerous.

But in truth Elite was complete when the ships were wire framed. the music was synthesized and an encounter with the Thargoids meant you broke into a cold sweat and swearing knowing you were going to see the words GAME OVER again and again and again ect.

Elite has come a long way in thirty years and will go a lot further. RIGHT ON COMMANDER. O7

Never.

For as long as there is something more for me to do in the galaxy, for as long as there's something I haven't mastered yet, something more to try, the game won't be "complete" for me. And I don't think it will ever be there. If it could be complete, it wouldn't be Elite.

For me completeness is not measured primarily by a list of must-have features. Gameplay is leading for me. Elite is complete when I can really blaze my own trail instead of being railroaded into 'grind for stuff' loops or perpetual combat scenarios. (Grind for credits is OK, that has always been part of the game.)
 
There will never be a game where you can't think of something neat to add to it. A bit like WoW, Elite will continue to grow without end until the money dries up. Elite is simultaneously both "never" and "always" complete.

When you go for weeks without finding a post exulting gloom and doom on the forum.

Heh, that's a measure of when the userbase has died, which I guess is indeed that point of there being no more money for the journey to continue :)
