Where is Inter Astra in this Concourse?

How come some stations have Inter Astra, but no staff member behind the desk (See first image attached)?
The store is open no?

Any ideas or is something at play here I might be overlooking?

IIRC some stations are not big enough (pre trailblazers) or not enough deveoplment (trailblazers).

If there are no staff present then the store is closed.

There are conditions that affect whether a station can actually operate a shipyard and have a working Inter Astra office that are not related to the type of station.
