Which is harder to program? Walking on a planet or on the ship?

How about "they invented artificial gravity"?

Why should there be artificial gravity? In ships there are mag boots, on planets there is gravity and stations rotate.

SRVs have thrusters to compensate for high or low gravity. That works fine.

No need to put in more magic tech than we already have, unless there are good game play reasons.
 
I think the outside legs will be easiest.
There's issues with in-ship walking about, especially in VR. In VR at the moment you can stick your head out of the windscreen without issue and through bulkheads etc (if you have room to physically move that far)
The outside mode could allow you to walk around space stations as well as the large scale means you not restricted in moving.
In ship you would have more limits in moving, especially in small ships.
