Why am I still getting paid for this?

Think it on these lines. A Local faction "controlling a station" are paying you for the info and these factions as we know keep changing and we also know inside the bubble there are many stations with many different Local factions in each station and that includes player factions, each faction pay for the information that commanders drops and we are not all dropping the same data in the same station on the same faction at the same time. And with the introduction of aliens and other activity systems have to be monitored and so scanning has to be updated, hence why you and i get paid.

In real life - and especially in ED - discovering something is really nothing new. We can fly everywhere, scan everything. Making use of discovered systems should be more rewarding.

You already get to slap your name on it.

Discovering something new actually is the only thing Exploration is all about. The Discovery is something new by its very definition.
Scientists never get a Nobel Price or a Title for re-describing existing Papers.

We can fly everywhere, but not everyone does.
We can scan everything, but not everyone does.
That's the whole point.

Making use of discovered Systems should never be more rewarding.
Slapping a name onto something noone else will ever see and which has zero (0) meaning even in-game isn't a reward by in-game rules (carries zero effect or consequences), at best it's a nice touch.

"In lore" explanation:
- existing data verification and confirmation
- additional data that was absent in previous scans
- updating already existing data (*)

Real explanation:
- to give new players incentive to be explorers.
I myself started a year ago. Back then game was already for like...3-4 years? If I wanted to start being an explorer I would need to go far, far away to find anything not discovered and scanned already. With this system I can start in the very middle of the bubble and scan everything and still earn money. Game feature available for everyone, no matter how late they started the game.

(*) - tho one time only per CMDR, per place. You can't re-visit given and already scanned star system, perform another scan and get paid for that. Even if there was few months of time difference. But hundreds of other CMDRs that were there for the first time would be paid regardless. Game logic.
 
Corroboration of data, updating data.

I personally think for every new scan on a planet or star the value should drop by half. Roads to riches, while it doesn't personally affect me, still kind of es me off as an avid explorer. It doesn't really matter that other people can get their elite exploration rank without going more than 300 LY from the bubble, but it still cheapens it for me knowing that it exists.

Yeah, why not :] Some roleplay.

Btw, good that this system exist, otherwise there is no way for new pilots to try "exploration" without spending weeks to fly in far star systems.

You're absolutely right. The thing that counts is game play.

But a little bit of head canon doesn't hurt.
 
In the past FD mentioned there's diminishing returns on selling data on already discovered/scanned systems.
