Why are Black boxes and Data caches 'Illegal'

If you like saving people from wreckages every now and then (over 150 lives saved from pods so far) you will notice that other goods accompany then such as black boxes and data caches that are illegal...attempts to return these much valued sources back will result in a fine if caught.

If anything I would of thought this to be the other way around. authorities would urge pilots to find these sources to determine cause of death, or provide a source of education (description of Data cache) about the galaxy around us...

I propose the legalisation of these goods and slightly higher payouts to those daring to look for them. the deeper in space you go, the higher the payout per item. leading to a better future for everyone. Plus it means the black market doesn't get their hands on it which makes me happy :D
 
If they are illegal to take it's because crime scene must be kept intact, so authoritize can investigate !

But what about escape pods?! they are legal...any witness to a crime is the most important part yet you can just snatch them out of there.

also...the time it take for rescue to get in there I have half the stuff already.. them or me I can guarantee I will get it there faster. and it still goes to the same source anyway. (well black market for now.) but I would like to help out by retrieving goods to be analysed for crime scenes :D
 
As far as trade data and black box salvage is concerned (assuming you are referring to mission targets), then I believe that is a bug as they shouldn't be illegal, at least the mission doesn't indicate that they will be. I've bug reported it a couple of times.

I've also seen anecdotal evidence that a scan with illicit mission cargo of this kind doesn't result in a fine, but not been scanned with it, so don't know if that's correct.

Escape pods which you can find lying and floating around will be illicit in space and legal if on a planet... I don't know that there's a reason for that, but AFAIK there are no longer escape pod rescue missions.
 
- Required a new module a "black boxes cracker", which you can be used to get mission or coordinates with clues to "where it is possible to obtain the mission" (25% chance).

- At presence on the ship, a passenger module, required ability to open the "escape pod":
a) corpse (search a dead body (some money + 25% chance to get a mission immediately) / deliver it to the station (chance to get a mission later) / thrown it into space)
b) alive, but seriously wounded condition, required urgently to deliver in a medical facility (at the station), or thrown him into space
c) alive and well, deliver a man at any station / at a specific station (no mission, some chance to get rewarded).
d) alive and ask perform a task (pick up a container from "unidentified signal source" / pick up the container, or download the data in specific coordinates on the planet's surface / find and destroy the pilot at the specified coordinates), upon completion, take a man to any station.
e) alive, but aggressive (attempt to hijack the ship), after a stay in the "escape pod" man weakened and slowed (easy fight).
f) alive, but aggressive and cunning, requested to deliver at any station, but during the flight resting and then attack, to take over the ship (tough fight).
