Why attacking opponent drop ship get fined?

Usually when I go to do a mission in a settlement, 1 or 2 drop ship would show up just a little after I arrive.
When I scan them, they show no bounty. (Even they belong to the minor gang factions) Yet they drop 6 - 8 scavengers with bounties.
Normally I would blow one up before it drops but the fines discourage me doing so.

Why is that? If they are using shuttles/Taxi then I would overlook the issue. But they are clearly using drop ships from the same faction...
 
This is one of those inconsistencies I can’t understand either.
If logic was applied then you should not be fined attacking those ships.

Yup, dropships have done nothing wrong. They are clean. And there is no need to attack them anyway. Wait for them to drop the scavs and blow them up as they hit the ground. Works a charm.
 
I personally think FDev is using it to encourage players to fight on foot more so than a bug.
It is a little forced, but it just frustrates me. Luckily I'm able to ram the scavs with my SRV, which that saves me lots of time. Sometimes it is hilarious to see them fly.

But nonetheless I hope FDev would consider to make them legally attackable to give us more options that suits our playstyle.
Fighting on foot can be really fun but once a while I would like to switch. The fines aren't bad but it inconveniences me.

So far looks like most of the people here supports the idea it shouldn't be ok to attack the drop ship.
Because technically, they are scavs "taxi" service. Done nothing wrong other than providing transporting service.
Which in that case, my rant is over. Case closed

Yup this all day, all 3 of my drop ships have twin rocket launchers, seconds after the Scavs hit the ground they are toast.

Well, if you take a wanted passenger mission and get scanned you get wanted as well.
So I think there is indeed an inconsistency and the scavenger’s ship should become wanted upon scanning.

That is actually a good point. I've never done that kind of mission so I didn't know.
So if it is true, then my point becomes valid. A scan reveals the drop ship has wanted passengers, therefore it becomes wanted.

Not sure a simple scan is enough
It may require a scan with a manifest scanner to find out the wanted status of the passengers.

But the other thing is the status of the drop ship - if they're like our Apex, they're always clean and not related / linked to the status of the passengers.
So, always a crime to shoot them

If they are Apex, then definitely not legal to shoot. They passenger can ride it anonymously.
But the drop ship though... armed to the teeth, cargo bay doors with jump seats. It should be legal to shoot when scanned.

Like in real life. Dangerously armed shoot-on-sight criminals taking a taxi vs dangerously armed shoot-on-sight criminals using a getaway transport.
Taxi driver is innocent but the getaway driver is just as guilty as the criminals.

Well, i never had a dropship shoot back. So the "armed to the teeth" is wishful thinking - yea, i've killed some, including one stuck in the ground that i killed it while i was on-foot
And since they're clear, it's safe to assume they're just Taxi / Apex
