Why attacking opponent drop ship get fined?

If they are Apex, then definitely not legal to shoot. They passenger can ride it anonymously.
But the drop ship though... armed to the teeth, cargo bay doors with jump seats. It should be legal to shoot when scanned.

Like in real life. Dangerously armed shoot-on-sight criminals taking a taxi vs dangerously armed shoot-on-sight criminals using a getaway transport.
Taxi driver is innocent but the getaway driver is just as guilty as the criminals.
They are very likely meant to be Apex equivalent of UberXL. Technically this doesn't make sense though since the viper and vulture only have 2 seats. Frontier has been asked multiple times to assign this job to the federal dropship with the lore that it has 4 additional seats in the back of the ship.

Technically one could put enough economy passenger cabins on both the Viper and DBS to house the reinforcements.

I've played ground conflict zones, died and get deployed by one of those drop ships several times
Their SRV bays got refitted with vertical strapping jump seats somewhat like this one (Not ED in game image)

It isn't APEX shuttle, like the passengers siting in cabin. They are clearly a militarized drop ship.
You have to go play Ground Conflict zone, die to see the in game image. Then you know what I'm talking about.

I will see if I can go participate a match tonight when I get home to take a snippet.
I'm surprised no one has yet posted an in game footage of the jump seats to make it searchable on Google...

They are not the same ships. Those in a conflict zone can be shot (vultures). These show up as clean so you will get a bounty if you shoot them (vipers, Diamondback).

They do deploy them the same way though, but dammit I want the Federal Dropship to live up to it's name.

I paid close attention when scanning. The drop ship is the same faction of the settlements. Which it doesn't makes sense.

Let's say faction A hired me to reactivate their settlement, then faction A's drop ships show up deploying shoot on sight scavengers to prevent me activating their settlements. I'm like w.tf. Full of inconsistencies...
 
Even better - get paid to go to a downed base and restore power.

When you do, get fined for having parked your ship on the pad.
