Powerplay Why can't I turn in escape pods for my weekly assignment?

Background: I have a weekly assignment to gather escape pods in one of my power's controlled systems. I collected all the required escape pods and have them in my cargo hold. The assignment states to turn them in to the local Power contact or the Search and Rescue contact. I have tried all space stations and ground stations in the system, and they don't show up in the power contact interface under Local Services/Contacts/Power Contact. The local Search & Rescue contact is currently unavailable in all stations. I suspect that this might have something to do with being unable to turn escape pods in to the Power Contact, but I'm not sure. Any suggestions?

Edit: I have no fines, bounties or notoriety.

Edit2: neither relogging nor jumping out of the system and back changes anything.

Yes, that seems to matter for this. Depending on why it's unavailable you might be able to come back and do the assignment later in the week.

(But if the reason is "all the stations are Anarchy controlled" you're probably out of luck)

Another fouled up thing: I initially neglected to check Ody settlements for ownership and I found one that was not controlled by an anarchy faction. So I went there and found that there was no Power Contact, but there was a S&R contact, however, contrary to the assignment description, you can turn them in to the S&R contact but it will NOT count toward the PP assignment. FD shines, don' they?

Well, another wrinkle. I actually have 2 assignments this week to recover escape pods. Aside from the one above, the other assignment is to gather 10 escape pods from an undermining system and deliver them to the Power Contact in a friendly system. I did exactly that and got no credit toward the assignment. What a colossal waste of time. SMH.
