I thought Interstellar Factors were supposed to, for a fee, redeem all bounty claims? However, I have bounty claims and cannot redeem them. This is not the first time this has happened for me, either. It's just more money than in previous times. Any thoughts? I don't really want to chase around the galaxy for each bounty.

Only time ive seen this is if the bounty was local to a faction currently in the system. In which case use the normal authority contact.
Must be a bug? Sorry i couldnt offer more help
Wing trades have to be collected at original station where earned, not sure this is relevant, otherwise not sure why.

This has been my experience with this - is the normal Authority contact definitely empty OP? And definitely no Notoriety?
If so, my guess would be Bug.

Upaniklis IS medium security by default the system does not HAVE an IF station function....
You have to LEAVE the medium security system and head to LOW and lower security... to find an IF station..
As the CG forum topic stated you have to leave system and visit an IF..
Nearest Interstellar Factors (with "reasonable" super cruise distances, others are available):
Clair Plant & Turzillo Horizons in Col 285 Sector JY-H c10-34 (Planetary Bases, requires Horizons, S/M/L pads, 14.14Ly, 995 & 1077 Ls)
Wallin Vision in Kwele (Coriolis Starport, S/M/L pads, 17.25 Ly, 15 Ls) (Using this one worked fine..)
System also has outposts and planetary bases if required
The outpost Desargues Survey in Chentiiq is closer but owned by Upaniklis Vision Incorporated so probably not useful during this CG..
IFs are only on the single station in systems not all of them in system...
