No, it's not me. I actually play in Open Play for the majority of my playtime except when the servers are having hiccups.
But I have been around the galaxy with a KW scanner and an FSD interdiction module. Finding wanted players is quite hard. I've been high and low, in high population and low population, in nav beacons, conflict zones and extraction sites as well as zipping around in supercruise. I've been to Democracies, Feudal, Dictatorship and Anarchy systems.
And the simple fact is... you rarely ever find players with Wanted status. Sometimes you find a poor Sidewinder with a 200 cr bounty, most likely because he got his pants in a twist while trying to dock or undock and spent too much time around the access corridor. I don't really count those as 'wanted' players though.
So where are these wanted players then?
You tell me.
The players killing you like that would even kill you in a sidewinder. For them it's just about trying to make people suffer - and not about honing skills.
You gain no skill shooting someone out of the sky in a geared out vip/cob or even worse a python with a sneak attack while he is fighting an NPC.

Personally I'd suggest to everyone: just stick with SP (or dedicated groups) for the time being. Open play is a waste of time and just a big avoidable risk.
The only thing I can't really understand is why they dont make solo mode the default as their is no benefit in multiplayer. Just lag, bad performance, glitches and bugs and the usual griefers. Hardly anything positive to outweight it though.
Some people play the game for fun, not to grind money.
The 'gain' is lasers and explosions.
I had a funny encounter on Saturday.
I've decided to visit Founders World to get a discount on Type 6 so bought a temporary Side'y and headed for the journey.
On my arrival, I found a player in Python and it really didn't take him long to sit on my tail and disrupt my SC.
I've stopped and tried to write a message in role-play style, but even before I finished half the sentence, I had my shields down and 10% hull left.
I thought to myself "great, yet another of those dudes who can't even put a reason behind pew-pewing everything in their sight" and tried to escape. I managed to build some 3,5km distance and I just saw his pulse lasers nicely shooting all around me instead of me - gimballed weapons. I tried to SC-off but was to late - one ray finally hit my hull and I exploded into void.
I headed back to Founders System, this time in Solo mode as I knew he's there to shoot everything in his sight, regardless of who it is and what.
Bought Type 6, re-logged to Online and docked out of the station. And there he was, some 100km+ from the station.
I've aligned myself to my next system to chat, put throttle to 100% and decided it's time to have some fun with the guy.
I've wrote a message "Well well, if it isn't mr. can't aim gimballed-laser, small ship picker" hoping he would come for me again and I would play a chasy-chasy, catchy-catchy over next few solar systems. Instead, all he wrote was "small c*ck" - funny to hear that from someone who picks on Sidewinders with his Python - surely there's no compensating here.
To my disappointment, he then disappeared and entering SC rendered him gone too - looks like he logged off, still late enough for me to report him for offensive language.
He didn't disappoint in one manner though - I used to picture people - flying around and pew-pewing everyone regardless of anything - as some sort of mentally impaired individuals, with not enough brain function to at least put some reason or explanation to support their actions, and boy - did he deliver! Stereotype? I don't think so.
Have a go at them, lads, write a message and if they start abusing language - file complaint. Since ED is all about "adjust to survive", it's time for them to adjust to some civilized level of playing and if they can't - bans are free and there's plenty of them. It's in our hands to eliminate such dysfunctional elements to make Online a better place for everyone.
