I spend the time the deflectors are lowering to plan my flight path. In empire space we used to use slaves to lower them, but were losing too many due to inexperienced pilots, and slaves are expensive, and people get emotional when they see them attached to the front of an Asp flying through the station.
The large and smaller pads have a motor which raises and lowers the blast deflectors. Back in 3290 the medium ships were clogging up all the larger landing pads, so there were queues in certain busy stations which were a thorn in the side of the big coorperations. They started lobbying for medium pads, which were a bit of a rush job and had to be done as cheap as possible. This is why they used the motors from the smaller landing pads. But these don't have the power to swiftly lower the blast shields.
So to answer your question: capitalism.

The delay in launching waiting for blast shields to operate is not something we particularly want (which is why some of the pads no longer have them). We will, hopefully, be removing the remaining delays at some point (I believe the process is a little finicky and lower down the priority list at the moment).
