Why do tenuous bodies not tenuous?

I’m curious as to why most tenuous bodies read 0.0 atmospheres? Isn’t that just a non-atmospheric body then? A regular landable body?
 
Thanks guys! That makes sense. I always thought they were measured in bars. So like earth is roughly 1 bar. But most of the other bodies in the game are in the millions.

Sorry for the poorly named thread. I was going to title the thread two different ways, and evidently landed between the two lol. "Why do most tenuous bodies read 0.0 atmospheres?" seemed too long and, so, was going to roll with "Tenuous bodies not so tenuous?" lol
