There is no option to modify my suits, all of them are greyed out.

I gave her Push to unlock the next engineer but what's the point if I can't upgrade anything?

What am I doing wrong?

I think the process is visit the vendor to upgrade the suit/weapon to grade 2, 3, etc. Each upgrade opens up new module slots. Visit the engineer to craft the modules to go into those slots. Alternatively hunt around different stations to find a vendor that has pre-upgraded kit. So far I've found a couple of level 2's and one level 3 that also had one module pre-installed (that one cost 11 mil though).

It’s at the suit vendor (Frontier). There’s an “upgrade” option. You select a suit/weapon, and the list of what you need is shown.

Check at Pioneer, though. The requirements in that image are for G3 >> G4. Getting to G2 will cost you much less.
