You can fly to any object, station or planetary body within the system in normal flight. You always could. You only can't travel in SC from system to system.
There is a system (which name I've forgotten) where there is a station and an outpost within the visual range from one another.

Seems a bit strange. Usually only contacts within your scanner range show in that tab.
Yes, it's definitely a bug. Still it doesn't mean the station doesn't physically exist there.
