Why is the outfitting soooOOooOOO bad?

I am done now but someone had a good idea on Reddit, just outfit your ship in Horizons and come back to EDO.

Workaround: 100% ✔️
At least until they drop the console version. Hoping it gets fixed till then, or EDO's UI/UX will seep into Horizons as well.
 
It shows me that FDev have no internal controls or review processes in place for UI/UX architecture decisions. Also agree with the above poster that this code was probably outsourced and no one at FDev plays this game, that has or that is allowed to have input into the UI/UX design.

And agree again as above, using the 'old' but 1000x better Horizons outfitting screen is a fix for now. Fdev have already said they will merge the EDH and EDO codebase by the time the console version is released. So enjoy the 'older' and better Horizons UI while you can.

Lobby the CM's and any FDev employee you know/talk to, to keep EDH and EDO separate forever if possible, what a bloody mess they have made!

I would hazard a guess that the entirety of the new UI has been designed to be console and controller "friendly" and with that in mind, they have screwed over everyone else.
As a pad user I can tell you it wasn't designed for that control method.

Touchscreen is the closest I can think of, failing that simply "because it looks nice" (which it doesn't even do either most of the time).

It's quite surreal how this got greenlit.

Not even touchscreen - when you hover the mouse over an icon and got a description - you cannot do this with a touchscreen (unless using a long press for example, but this is not good for a simple description). It's pure and simple chaotic, mediocre and form over function.

Yeah I mean it's the closest I can think of what the aim would've been (nobody really plays this on a touchscreen I imagine). It's a mix & match mess, and internally inconsistent to boot - pressing the assigned "back" button doesn't always work, you have to actively select the option instead.
