If I may suggest, the representation "200" contains majority zeros versus "199" with majority nines, however I would like to think that the ability to compare two numbers and decide which is smaller should be secondary to that of returning safely from your mission.
Actually 199 seem so much less than 200 that prices everywhere are 9.99 not 10, 1.99 not 2, 999 not 1000.
