Will repeat myself until this got fixed.

NPCs don't follow the rules. HELLO FRONTIER. You have to shadow ban every NPC due to using exploits and hacks.
I wish that every character, PC and NPC, follow the same rules.

Especially when it comes to PvE, stop it already. No idea why there is a need to make NPCs able to detect players (and NPCs) at a 5km range with Silent Running on and 0% heat. I also don't know why they have to have unlimited heat capacity, energy and ammo.

10 "Shadow" Delivery missions failed because NPCs cheat - 0% heat, Silent Running and scan detected and obviously chaffs don't work. I am thinking about spamming your report messenger full with hacker reports of NPCs.

And no, this is not just by "design". Get some ideas together to achieve what you want to achieve without hacks. Thanks.

Are you angry matey?

I recommend a bubble bath and cake.

Probably not so much angry as disappointed that very good immersive mechanics in place are borked because of NPCs cheating. They have viable stealth mechanics that require skill and trade offs.(instead of just some skyrim crouch stealth ) However the way the AI currently operates it flushes a fantastic system down the drain.

I can detect and scan ships that are silent running, why shouldn't NPCs? Are you sure about 5km?

But this already happened! NPCs usually dwell in a happy NPC-only, encapsulated universe. If they break the rules, they are outcasted and thrown into a cutthroat galaxy, where they are rammed, hunted down, robbed or simply shredded for fun by evil-laughing, insane HUMANS!

Pitiful NPCs! :(

Absolutely spot on OP. The fact that npc pirates and wanted don't suffer from heat build up has been the bane of this game ever since I started playing more than a year ago. I don't smuggle so being interdicted means I get the bounty for blowing them up.

But I know these cheats won't get changed any time soon.

What ship are you doing these missions in?

Totally agree with OP.
NPC using 'quick & dirty' mechanisms to scan & detect players instead of regular sensors & limitation.
It was probably a way to get the NPC's immersive at an early stage, but now we need to move on.
The methods they use are too shallow unfortunately, and the fact that they cheat is already transparent.

Please consider smartening them up.
- Sensor, no cheats. Let them use the 'same' detection ranges & signal ratios as the players.
- No 'magic' locking.
- Chaff & Heatsinks should be effective.

Are you absolutely sure about these complaints?
For example to me it seems that when I use chaff NPCs have more difficulty hitting me, unless they are very close.
As for the other complaints, I wouldn't know if they are true.
I would like NPC run out of ammo. That should perhaps be easy to implement.
I think that heat/power management for NPC might be too much to ask.

Also silent running should work in pve, because what would otherwise be the point of the entire mechanism.
In general I feel that silent running should be made much more interesting to use. The mechanism should get an overhaul.
I can't even remember when I last used it.
Currently I just don't need silent running and because of the long reload times of shields it just is not worth the risk I think.

The entire cold/silent running mechanism has been marginalized and that should change, because there is a lot of potential here for cool game play.

You are doing Christmas wrong, you need to drink more and cheer up.

Unless you can't legally drink for age reasons in which case ask an adult if you can try egg-nog (ask a drunk adult for best results).

What's the point of giving NPC limited resources, when all they do is appear as targets in a shooting gallery?

FD logic.
