I don't want to have to be locked into having to prepay $70 USD for a game that I'm not sold on just yet. I'm going to be following along over the next year to see if things get much better overall, and possibly pick this one up at a later time if those skins are available in some way (like how the Deluxe Edition dinos for JWE1 were made available to purchase on their own).
Will the InGen vehicle skins be made available at a later time without having to preorder?

The pre-order bonuses for the previous game were never made available AFAIK. Because they were for pre-ordering.
Deluxe is a different thing - nothing to do with pre-ordering.
Ok, gotcha. I couldn't even remember if JWE had preorder bonuses, just thought it was the deluxe dinos.
Preordering is tricky, because the product looks like it needs lots of work and there's no guarantees on what kind of post-release support it will receive as far as base game updates go.
On the one hand, pre-order bonuses are a reward for those who buy in early, and so people who wait-and-see shouldn't expect them. However, on the other hand I've seen plenty of games eventually make pre-order bonuses generally available in some kind of "anniversary edition", "complete editions", or patch in near the end of the game's support life. You'd be waiting a year in best case scenario, but Frontier never unlocked the JWE1 exclusives for everyone, so it's likely if you ever want it you'll have to bite the bullet now.
Preorder on Steam got orange skins for Ranger/ACU. Xbox got green. PS got blue. This time I think its the same vehicle skin packages for everyone.

I'd expect they'll never be available again, same as the JWE1 preorder bonus and Humble bundle Ankylosaurus skin (an individual with the skin was in Claire's Sanctuary, but you can't make your own).
They are restricted to sandbox, a bit weird for something Lost World themed. (The DPG skins of Deluxe are sandbox restricted too)

For me this is ridiculous because I didn't know about the lost world vehicle skins pre order bonus until recently and I got the game physically for Christmas a couple years ago. This ticks me off a lot because I bought all of the dlc
