Hmm, the NPC vultures in conflict zones are pushovers just like the rest of them. I worry what will happen when they make the NPCs fight a lot harder. Or equip their ships better. Or *shudder* both...Please FD, do this for us so we can have more fun.

I agree. Been a lot to RES and NAV points and haven´t seen 1 Vulture or FDL. It feels to scripted at the moment. It needs to be more random, because it seems RES are the most popular for bounty hunting right now, well along with conflict zones I guess.
It doesn't need to be random, it needs to have ships that should plausibly be there. As somebody else has asked in this thread, why would Vultures be at a RES? They don't have the cargo space to mine or pirate.

Then why are Eagles & Vipers at RESs they have less cargo than the Vulture?
Vultures don't make much sense at a RES - unless they're bounty hunters, at which point they won't be wanted. In a decent combat configuration, they don't have the cargo space for piracy so there wouldn't be a point.
FDLs, on the other hand...definitely.
Vulture can downsize shield, carry 32t cargo slot. Perfect for piracy.
