after installing this game i get the message XINPUT1_3.DLL file missing. my system is based on an intel I7. current windows running is windows 10 test version

Download and install the latest direct X package from Micro$oft. There is a page specifically about this error in the FAQ for ED.

...also I wouldn't expect Win 10 to be supported yet - and it might have a different DirectX implementation when you do install it.
