Striped hyenas do occur in tropical dry forests in India. They even occur in tropical moist forests (as part of mosaics in places like Mudumalai). They're definitely more associated with open savanna and scrub areas, but are present in tropical dry forest in areas like the Eastern Ghats, the Western Ghats (to a limited extent), and the Central Indian landscape with mostly teak forests. Look up protected areas like Pench, Tadoba, etc.
Admittedly, even the IUCN considers the suitability of tropical dry forests to be "marginal" - and as others have pointed out, the Planet Zoo biome tags work kinda loosely so I'm not sure how they should land - but yeah... the hyenas are indeed present in tropical dry forests in India, hope that helps!
