Newcomer / Intro If you dock your ship in a Fleet Carrier, and the FC moves, what happens to your ship?

Well maybe you should restrict access to friends or whatever if you feel that way. I think if someone sets up their carrier for any sort of trading with players then they should actually feel a degree of responsibility for those who have visited because of those activities. Your choice of course.

So he flies in to the bubble with a hold full of mined goods to sell to players, opens the carrier up for all, sets up the commodity market, people buy his stuff, he shuts down access and heads out to mine more, meanwhile some random has parked his ship and modules on board the FC and he has no way to know. Sure he could give a fair warning, 24 hours? But what if the player doesn't log on for two days, and how does he ever know they have gone? They could leave 5 minutes after he posts the message, but he doesn't know because he doesn't know they are there in the first place, how long does he wait?

What you are proposing is basically he never moves it again because he as no way of knowing if anyone has parked there and not left.

That's alright if the carrier is parked in the bubble, but out in the black it is more polite to leave the carrier accessible to passing CMDR's in need of the carrier facilities while you are not playing.
Related to this:
Would setting access level to none before jump get rid of any stowaways?
No, once they are docked you cannot evict them, the only way that you even know that they are even there is if you are both running INARA then they show on your carrier page as a commander in dock.

to be clear: if you set the docking permissions to none, someone who last docked on your carrier will not respawn back at your carrier following a rebuy, but at the last Station (station as in a non-carrier station) they docked before docking at your carrier.

Forgot to mention that this was tested and confirmed during 2020 carriers beta and i have not retested it in Odyssey, but i have no reasons to believe it was changed.
If anything, in Odyssey they've added the Escape pods as a secondary out-of-jail card

As I said - all you have to do is change the name of the carrier to include your departure schedule. It isn't hard is it? "Babylon 42 - jumping at 20:00 ***" for example.

I mean, seriously, if you have opened your carrier to trade with commanders then you are looking to make money or some other advantage from it so you have basically induced people to use your carrier. The same goes for providing other services, even if you provide them at 0 tariff, the fact you are providing the service is an inducement for someone to dock. That is why I say you should take some responsibility for your customers/visitors.

Now don't take me wrong, I don't mean that anyone docking with you has no responsibility in this, to me it is daft to consider logging-off while docked on someone's FC. However deriding the expectation/suggestion of some consideration on the part of the FC owner is disappointing.

....

I agree

The problem with trying to notify the unknown people who may or may not be on your carrier is how much notice do they need.
A player who plays once a week needs at least a weeks notice.

Some consideration ought to be given as after all you set the permissions so they could board but unless we have an ingame way of knowing who is actually there then it really is a case of dock at your own risk.

It's simple. 15 minutes ahead of departure there is already an in game announcement of the carriers departure time and destination. If you dock at a carrier with a scheduled departure within 15 minutes, you get notified before landing. It is up to the commander visiting to land, do their business and leave promptly. Don't ever log off on a carrier unless you intend to ride with it.
Fleet Carrier owners do not know which ships are on their carrier unless it is communicated via means external to the game.

One could of course change the carrier name to say it is jumping at 10 or whatever...
To be honest, it would not be a bad idea to implement some form of message board, or MOTD space where the owner could post updates, a welcome message, or a travel schedule for the visitors.
Most of the time, it would just contain useless info, or long sequences of asterisks but, at the same time, it could make a difference, for those who care about it.

No forms of messaging will help someone that logs off on my carrier today, then real life hits and they manage to log back in 3 weeks later.
Not to mention that my plans regarding that carrier location might change during the same game session.

The only use i see for that message board would be the following message: This Flight Carrier may change location at any time! Leave your ship docked at your own risk!

My INARA carrier page carries a basic warning.

Mining Carrier - This Carrier may move without warning

But whether or not anyone would look there I do not know:)
