Bug?No HGEs in Outbreak?

Yea, right... that doesnt mean PI are not spawning, it just means D2EA need to do his homework better

I think I see what you're saying. What I thought was a bug is probably a feature. When I set both population sliders to let's say top = 7/10 and then bottom = 10/10, then I get this funny problem. But it sounds like I need to set them differently and I will see the different size bubble icons...

Why is he even looking for those? They are the hardest to find of any G5 Manufactured, find something else and trade.

Okay, I will try that. Assuming I don't care about the material, what system is most likely to have an HGE?

Last night I needed PI’s for the first time in ages: I used INARA to search for factions in out break state, then selected each system where the faction resided until I found a system that had ONLY the controlling faction in outbreak, and all other factions in none state in that system. I then had to wait around 20 mins in the FSS scanner until an HGE appeared for the outbreak faction. I don’t think it needs to be the controlling faction in outbreak but I suspect it is more likely to appear than the lower INF factions (correct me someone if you have better info)
