Um... no... superficial visual similarities do not make things identical. The phrase "terror birds" refers specifically to any Phorusrhacids of the Order Cariamiformes, which are most closely related to falcons and parrots. Gastornis is one of the much earlier Gastornithiformes, which despite looking similar, are not closely related to Phorusrhacids or Cariamiformes, but are instead Anseriformes... ducks and geese... which are not considered terror birds.
Yes... Titanis is a Phorusrhacid.

By that point in time, birds were everywhere... if you're asking about big birds though, Haast's Eagle and Argentavis were the biggest.

@JurassicMan1984. Not a bad idea. However, I am not a big fan of Livyatan. The whales I am happy with if they appear in the game soon are, Basilosaurus, Cetotherium, Brygmophyseter or Georgiacetus.
I personally would prefer the Megalodon as the cenozoic aquatic species. The whales would be second choice
