In a settlement, I scanned one of the guards, they had a bounty so they started shooting me, then I killed them and claimed the bounty and then all of the others started shooting me (they didnt have a bounty)

About this, it's because the ship that is transporting the scavengers do not belong to them. They are pretty much a taxi service like Apex hired by the scavs.If someone wants to fix bounties, I would appreciate not getting bounties for shooting ships that are dropping enemies. I was on a "kill scavengers" mission today. A vulture approached to drop scavengers. I am in the settlement owned by a faction that hired me to kill the scavengers. And yet when I shot the ship, I got a bounty from the settlement faction and the settlement turned hostile (which didn't mean much, it was offline anyway). However, shooting the scavengers that dropped off the ship was a-OK, mission accomplished, +rep, thank you very much.
I have reason to believe the same happens when you shoot the ship that is dropping attackers during a "Protect" mission. Once the alarms fade away, one of the NPCs report you and the settlement becomes hostile.
Scav ships used to be wanted pirates. That they deliberately changed this indicates this was a gameplay decision because they obviously thought it was too easy. Same is true for scanning ships with the KWS. If you find a bounty in another system, you won't be clear to engage them in that system. They'd have to engage you first then become wanted in that system. But the wanted aspect does need to be addressed. I mean, a big fat sign on the left of my hud says "wanted at this base" so when I go there expecting a parade, no. They shoot at me. That sounds like I am not wanted.
When I see the form of words that indicates the scanned ship is wanted elsewhere I almost always ignore it from then on as too much hassle, not because of the cronies but RPing all the paperwork involved to prove I was right to shoot at them.That is not correct, if my memory serves right. You are free to engage after a KWS as evidenced by getting no bounty. But you'd have to expect his cronies to shoot back at youb- but not neccessarily the system authorities. Same as on foot.

No seriously. NPCs aggro when you shoot their friends. Nothing wrong here. Go to a real-life gang hideout, shoot one of their guys and then tell them "but he was a crminial!". Doesn't work either.
If you want to collect bounties, scan them first (!) otherwise you will get a bounty, and then kill them and either be not seen, or be seen and make like a tree and leave. Don't shoot back unless you want to get a bounty. That's how it works.
If it was, it should not be marked as having an allegiance of ‘Pirates’(which, yes, I have seen). To have that ship clean is just plain weird. Or there’s a very disciplined group of pirate transporters operating across the Bubble/in Colonia that keep their ships and themselves free of bounties to this end. I think it’s better to just write it off as a gameplay decision, but then, dealing with the dropped scavengers isn’t really that hard once you’ve had a few run-ins and know how to. So not one that I personally would understand…
