I think that’s a fairly realistic outcome. I don’t think they would release a dlc along console, I think that might confuse people. Also they may want more time to focus on the dlc. I imagine a good part of the team is working hard on the console port.THEORY! Always could be a first time, as @CharlieXGaming says, marketing for both at the same time is not what frontier should be planning. More features.Whenever they announce a DLC and its contents, the 1-2 weeks leading up to the release are riddled with people on social media posting thins like "Wonder if they're adding birds as a surprise - just a thought!" and "Heard the theme was Australia - any idea what animals are gonna be in it?"
This is why they shouldn't release two things in the same week using the same social media account to promote them. Imagine teasing new animals and having to explain in every post that they won't be available on console for another year... Only to have people complaining that (insert animal here) was advertised as being on console and it isn't in the game.
That and, TBH, the reason for the pre-Easter drop is so they get the holiday weekend sales bump. They're going to get that and then some with the console release; they don't really need the DLC drop this year as a result. Waiting to release the DLC after will make that sales/revenue graph look better.
Which would make it even more confusing and lead to more comments. Though, TBH, I'm not expecting a ton of new features for a final update. At least nothing that adds a new mechanic or function. Something a bit more functional/creative. New features, as we've seen, can tend to get buggy...And maybe a bigger DLC. More animals. More features.

I think that given the fact that there's no longer a dedicated team for PZ, it's quite likely that there's not going to be a steam at all this time around. We'll still get the monthly streams they seem to have set up, but I don't think they still have the resources to do individual streams for certain games.I think in one month from now we will get a tease with a stream following a few days later.

The sudden removal of all community managers who presented these streams and the addition of the frontier unlocked does mean we get a stream, just not a dedicated planet zoo stream.We thought last dlc that there wasn’t going to be a stream and there was, so I’m not ruling it out this time.
