Yes, that is the logical assumption. I would've thought they wouldn't be powered up either. But I've always requested landing permission on any settlement mission because... doesn't hurt to ask. I particularly love landing on the pad at offline sites where I'm coming in to clean out scavengers. Love watching the ones there (as opposed to the waves that show up as soon as I arrive in DBXes) open fire on my ship as I come in to land. Even more fun to blow them away while under the cover of my ships shields.That would be the logical assumption....

I have never seen scavs arrive once power is up.
This is still happening in 18.06 unfortunately. It's quite immersion breaking when you feel like you're doing something good and end up leaving like a thief (if you even make it alive).
I had an armoured AX combat ship and was down to 60% hull when I realized the AX pilots in the area were shooting my ship because of the landing pad.
Surprisingly, I couldn't find an issue report for this so I created one.

To land on a landing pad you need to request docking permission.
IF you dont have docking permission, you dont land on the pad - simple as that. You just land anywhere near the settlement, but at a safe distance from pads or buildings (so you dont get flagged for trespassing)
I am not sure you're referring to my comment but if that is the case, this was the first time I do this type of mission and I have still to try the other types.I kinda like the variation between the different missions - some do struggle with any kind of changes.
Never trust any mission.The issue is you can't request docking permission since the settlement is offline, this also implies it is safe to land since you're coming to repair/help the place.
If it is implied that you shouldn't land on the pad despite the settlement being offline and you being an ally, then I believe it should at least be written in the mission description like other requirements or warning are already being displayed.
With the settlement without power how can they give you a loitering warning.Note that you don't even get a pad loitering warning when you land on the pad so even more reason that it is quite insidious to fine you when the settlement is reactivated.

Is it stupid?This behaviour and the behaviour of burning stations demanding docking requests from rescuers makes me think it is quite possibly a simple automatic system with no judgement capabilities.

Probably, especially since the on-foot UI shows nothing about what's going on in the ship until the fine warning pops up and it sometimes just instantly goes to "bounty" without you even getting half a chance to dismiss the ship prior. If it was without that... I'd only say "Maybe".
But I've never landed at those pads after seeing they don't offer docking because it's treated as a "completely offline" state, as opposed to a 'semi-offline' state as you'd see in Bust, Civil Unrest, etc. Hasn't stopped the game from being an idiot and slapping me with a "pad blocking" fine/bounty while my ship was, on one hand, outside the supposed trespass zone, but also a few hundred meters from the nearest pad. Likewise I had my SRV by a building door, not "on the landing pad". Even if that is more just Odyssey jank than any player fault... it's been ingrained into my memory enough that "You don't land or dock at a pad without permission", that I don't anyway. Sometimes it is also preferable because scavs are complete idiots and will shoot a ship or SRV with nobody in it, and start running toward it instead of looking for the owner.
... their weapons are also stupidly effective against shields(for some reason), but hardly seem to even scratch the paint on the actual ship hull. Source, me being lazy and not changing my shieldless AX ship to do a few reactivations, some donkey head scavs decided to shoot it for a few seconds and... didn't even do enough to make the hull counter go from 100 to 99.

Always thought it was weird that in this hyper-sec environment they don't issue a pass of some kind that says I'm allowed to walk around. Enter the wrong building and we'll throw you out, refuse to cooperate and we'll revoke it. Anyone else seen sneaking around without one just gets shot at immediately. Indeed you go in to repair the place, but that;s all you are there for - the implication that you can use the landing pad without express permission is a bit far fetched.
Remember, it's an universe you get blown to bits and pieces for loitering. Or for not freezing into place, if you are asked to by Settlement Guards.
