Its not logical to have most of what ED is outside Powerplay (collecting materials, unlocking engineers, engineering itself and then building ships) be ignored inside Powerplay.When a large part of the additional risk of Open is due to players in engineered combat ships, which is then used to justify increasing the NPC challenge faced by players in all game modes engaged in the feature, then taking the engineering of the player's ship into account when setting the challenge of the NPCs they face seems to be a logical step - unless the aim is to justify increasing the challenge posed by the feature on the basis of the existence of players who face no real threat from either NPCs or other players.

OK then - if engineering is to be embraced and those who engage in it won't face any realistic challenge from NPCs in Powerplay 2.0 then the threat they pose to other players should be disregarded from any "but Open is riskier" arguments....Its not logical to have most of what ED is outside Powerplay (collecting materials, unlocking engineers, engineering itself and then building ships) be ignored inside Powerplay.
Like I said (and others) the 'draw' is using your own ships and items you spent a lot of time obtaining and crafting. To then not use that in a BGS that is shared by others not shackled by that (such as unpledged) is, well, crazy. The power creep is endemic so the only way to engage with that is to actually use it. If you choose not to use that, thats on you. Its like having to hammer a nail, having a hammer but instead whack it in with your bare hand.
The idea I had there only works in a credit restricted game, something ED no longer is. The only time I've ever downsized and not used engineering was in the hot ships era to keep bounty costs down- it made sense because it shaved half a billion off anything I owed. In the game today it makes no sense at all, especially for something that is an advanced feature where conflict at all times is baked in.

This is the problem with trying to approximate what players do organically with in game systems. You are assuming that most people don't bother with engineering, or seek an edge when given a task..... because they engineer their ships.
However if they face no PvE challenge from the feature then what they are effectively engaged in is a sub-game loosely framed within a game feature - as those who engineer their ships only really face risk from other players who do, if they encounter any.
When the threat of those players is then used as the basis of the "make the feature more difficult for everyone in all game modes because some players (who face no risk from the feature itself) might attack you" it begins to feel a bit contrived - or just one-sided to suit a particular agenda.

Unless I am mistaken, we (in regards to this difficulty scaling discussion) have been talking about NPCs, not players.Indeed they don't - however, unlike players, they remain in context and don't roam freely about the galaxy attacking whatever takes their fancy.

True, however the chances of actually seeing another person doing PP in those systems is pretty slim, amount of systems + differing time zones + low amount of folks actually doing PP.Likewise, PP regions are clearly marked on the map, and its NPCs shouldn't be posing a threat to you unless you're actively working against that faction/are in some form an 'enemy'.

Using the real time PP bounty boards, some luck and two wings of Quiche Evangelists we found them.True, however the chances of actually seeing another person doing PP in those systems is pretty slim, amount of systems + differing time zones + low amount of folks actually doing PP.
Im a hauler, my time is pretty much spent in Utopian territory, this makes (and ive tested it many times) the chances of you finding me nearly zero.
Jump into a Thargoid controlled system and tell me how long it takes to find a bug, chance are you will find one before you even get into the system.
You really cant compare the two.

For pp1.0 where has Fdev said that? Power play is in game powers vs other powers, players can choose their favorite power and help out as they see fit. No where does Fdev says it is pvp centric or even that they expect pvp to be a part of it. Pvp is merely an option.
For pp2.0 Fdev has not given any final details, only some vague possibilities
