In fact, I bet if you asked random people what that term meant they'd probably describe it as large green rolling hills and smaller mountains. The Scottish highlands, in particular, probably skew this.

I just don't think you can rule out highlands as a theme based on anything in the picture.
 
Also the jelly cake they’ve mentioned would fit the moon festival tradition of mooncakes. One of the most popular mooncakes are jelly mooncakes.

While true, the peak is what makes a mountain. If there's no peak, it's basically just a plateau at sea level
But in the context of animals, especially for animals for DLC pack, whole of mountain must be considered. Otherwise we would be limited to different types of goats.

I do agree, as I mentioned before, that peaks abs ridges should be used in keyart to make it more clear, but having forests and bushes isn't inherently wrong move.

That's a mountain, though. Like, if you were to ask people to name a location and you said "it's very high with a lot of grey stone and snow" people wouldn't say highlands. They'd say "mountain."

Highlands are much broader than that. It can include mountains but is generally just... A higher elevation. So the land can be flat, hilly, or whatever, so long as it's higher than the land around it. But it's not necessarily a mountain. The Appalachian highlands here in America is nothing but greenery for the most part. And yes, there's mountains but it's the general elevation that makes it what it is.

I'm just thinking something else... All three animals are representations of chinese Zodiac animals: markhor is a goat, Palla's cat is a cat and the baboon is a monkey (although what a wasted chance for the GSNM if this is the case 😂).
