Gonna also put this here: why wasn't this new -100% rebuy mechanic used as the Open Only incentive so many wished for.....?
I'd guess:

1) Credits are already available enough for anyone playing enough to get their rank that high that the actual rebuy isn't the bit which costs if you get blown up (especially in a small or medium ship), so it doesn't make for a measurable incentive for anyone who wasn't going to play in Open anyway. I don't think I've ever seen a PG/Solo player whose reason for not going to Open was the potential for PvP state that the rebuy cost was the reason.

2) If, as commonly stated, other players are the only thing which can actually kill a prepared player, the bonus is only useful in Open anyway, so it doesn't matter if you get a 100% discount on your zero rebuys elsewhere. If on the other hand in PP2 there are lots of tough NPC situations to do the same, the bonus isn't a PvP-oriented one in the first place so it makes no more sense for it to be Open only than any of the others do.

- looks like a general discount in your own power's territory, whatever gets you
- and a second (at that rank, slightly smaller) one for attacking other powers in their territory and getting killed by their defenders (but not by other causes)
- so then, implicitly, nothing at all in neutral space

So distinguished by both location and cause of death.

So last night when I couldn't sleep I skimmed through Brother Sabathius' VOD of the Mandalay & Powerplay preview stream. I had stated often times before that I had no interest in the first Powerplay iteration, and I haven't really taken part in any of it as it seemed very tedious and, frankly, boring. So I have no real clue what part of the mechanics that were presented were already present in PP1, or if it was all brand new. The stream was in so far interesting, as it was kind of presented from my perspective, as Sab pointed out that he had not really done PP1 either.

I have to admit I am kind of intrigued to try it. It seemed far easier to navigate around what tasks to do and where to go for your shenanigans, I liked the rank system and the not losing merits over the tick. Also it seems it might be a thing that gives you something to do, with the weekly assignments and such. Overall I was surprised that I was more interested in it than I thought. Question is if I find a suitable power to align to for the long term, as I don't really RP beyond "I'm a freelance mercenary" and don't really care about the political bickering of the powers.

What also struck me that, from my perspective, all this "open only" and "Powerplay is PvP" is total hokum. The way the preview presented itself to me, it totally can be taken as another, advanced, PvE feature. Nowhere it said I have to engage with other CMDRs to engage in powerplay.

I have no interest in that. I have no interest in aligning myself with any player PP groups, or be told what to do when to do it by any self-proclaimed player "Powerplay leader groups". All I care about is a seemingly interesting game feature; I want to support my chosen power, do the activities PP 2.0 presents to me and not talk about it. And also I really resent being called a cheater for that.

I'm getting excited as it seems that I'll be able to really use my specialised builds, the ones that are great in game but will never stand up to PvP rigour.

In PP 1.0 if you wanted to know the why or how of the movements & actions of your pledged Power then you had no choice but to join the Discord of the respective player groups driving those movements & actions

It's supposed to be different in PP 2.0, the game itself is supposed to provide you with enough info to base your own decisions & actions on. Joining a PP Player group won't be mandatory.

well that would explain why I had no interest in PP1. From an outsider's perspective and what I've seen of PP2 so far, it seems far more mature as a game feature.

V2 is totally different to V1, and is essentially a massive evolution of Thargoid War Engine. One thing that struck me is that for once FD have actually made a feature that is self explanatory and actually guides you.

Groups will still exist, but it will be more like PMFs asking for help in specific spots than V1 where it was one wrong move and your power is slowly strangled.

That pretty much describes any ship not designed for PvP combat. That being said, any ship designed to get you quickly to your destination should be good enough to survive long enough to jump out if you’re interdicted, as long as you don’t follow the Common Forum Wisdom (tm) and effectively cooperate in your own destruction.
 
It will be nice if power play gives the pledgee a choice as to the type of environment, for the most part, that they are subject to.

I'm very much looking forward to more activity on the PP forums here. One bad side effect of 5c (among many) was to drive all player interaction into Discord and into even more walled secret channels.

Hopefully, that will no longer be the case.

This is the real shame about PvP combat, If you could design a ship for hauling that was capable of defeating a human flown pirate ship, then it would be fun taking the risk of the engagement. But the thing is most interactions are with ships that are either hull tanked or shield tanked and are not capable of piracy.

Full agree on the all other ships due to this.

The intriguing part will be how V2s landscape evolves over time, and how existing groups react to the unfocused play going on (and visa versa). In this respect it will very much be like the BGS.

Not quite following you, I played long in PP1, well to stay at the last rank and get my paycheck.
There on the tab you could see what you had to do and in what system.
