To be fair, I think that's what's meant by "there are no space cowbays IN ED".
There could be space cowboys in the ED universe, and there might even be some gameplay to be squeezed out of the premise if FDev chose to implement it, but FDev do have a habit of mentioning stuff and then not actually producing anything interactive related to it.
Personally, I just think it's a bit odd (not to mention contrived) the way everything seems to need to be compatible with the spacesuits.
My suspension-of-disbelief is willing to accept that somebody might choose to wear a cowboy-themed outfit while wandering around a space station or when flying their ship but it doesn't stretch far enough to allow me to accept that they buy an oversized hat especially to wear over a space-helmet.
Why not just sell casual outfits and spacesuits, with the game automatically selecting the most suitable one depending on the environment?
Twice (or more) the revenue for FDev and no more ridiculously contrived spacesuits.
Skyrim is getting on for 15 years old now and for over a decade there have been mod's that allow players to select outfits for home, villages, cities, exploration and combat and then player characters and followers wear the chosen outfits in the associated environment.
Obviously it's not a deal-breaker, in a spaceship game, but if a company is going to get into first-person gaming (and they hope to maximise the revenue from the venture) it'd probably be smart to do it a bit better.
Well, if that's what they meant, in terms of NPCs, no, but in terms of players, well, there is the cowbow themed suit, and if someone wants to scream yee haw as they make a kill, that's just fine and dandy.
