Edit: a lot of the stuff going into 1.0 is things that were expected to be soon - Engineering / Fires etc. There were ISCs about them, but they've been sent to the future.

As J3ptZ doesn't tire of explaining, those features would have been released in a horribly buggy state and now that CIG has set higher standards for acceptable quality, they need more time to make them presentable.
Everytime someone says CIG have increased their "standards for acceptable quality" or something along those lines, all I can imagine is CR demanding that a pixel be changed from green to blue, and then he hamfist slams the "Quality raised" refactored rubber stamp onto it and calls it good even though absolutely nothing works properly as per usual.
I mean, when was the last time they released anything that wasn't "horribly buggy"? Seems the norm for SC no? Nearly 13 years of watching and being sucked into this garbage has taught me that it doesn't matter how much work/money/talent goes into it, it'll never be anything more than a broken, unfinished, waste of everyones time, life and resources, and I really do mean absolutely everyone.
