Permanently unable to load, I'm afraid - you used the wrong web browser to report it and the issue is irrepairably corrupted.(may take a while to verify; currently unable to load)
The right web browser changes on a daily basis. Edge worked for me while others claim that Edge is the only one which doesn't work; the common thread might be that using a "fresh" web browser that doesn't have security extensions, saved cookies, or anything else which might upset the bug tracker is necessary ... or that might be irrelevant.
You can tell if it's going to happen by checking the compulsory fields at Step 3 about OS, computer setup, etc. - if there aren't that many of them, then their absence will cause this to quietly happen after you finally submit.
