What

Spent two days grinding a planetary hub/outpost thing

Went down to take a look at what I've built:

For some reason there's no landing pad so I touch down at the side. I get a fine for trespassing, then a bounty, attacked by the system authorities
I'm now wanted in my own system by my own authorities for daring to take a look at the base I just spent two days building

What

Hubs don't have landing pads (and yes, it says they do in the build interface, which is very unreliable on landing pad info) - they're the old Horizons settlements that you take "scan the data point" missions to.

(It'd be a bit overpowered if you could permanently do those missions without trespass just because you'd spent an hour or two building it)

The system belongs to the faction you took the colonisation beacon from, and a few other randoms inserted by the BGS.
Yes, you'll get a stipend each week for your efforts, but at no point actually own anything.

So expect the same treatment everyone else will get when visiting, including fines, missiles (that was fun!) and SysSec being a pain... (which is why we chose Anarchy as expansion)

Well flippin hell. Wasting my time again.

This "guess how it works" game is starting to wear on me. It costs ACTUAL time.

Ok, I am calm again.

I must have seen something and I'm actually building a planetary outpost.

It's best to think of yourself as a hired construction worker / contractor (and if its a squadron - hired construction crew). You won an auction to build up the owners' system and they pay you weekly for the work you did for the rest of your life.

I don't have an issue with the system not being mine, it was directed toward the opaque nature of how these systems work. But its good now, I was not building a hub.

I've been focusing on the stats that constructions bring, like tech level, quality of life etc. I completely forgot to think about what sort of missions would be enabled by what sort of structures in the system

I don't do enough missions to make educated guesses about this. Are there mission enthusiasts interested in speculating or trying to summarize for us less knowledgeable?

My assumption is that we can't get tourist destination missions at all because as far as I know the tourist beacons are hand placed and not part of colonization

I just had this happen to me and I must say its a terrible design from the devs. It is really worse than It thought with us literally just copy pasting dev tools that have no custom functionality for the colonization aspect. Super lame and disappointing but expected. The more I dig into the colonization aspect the more shallow I see it is.

No, not wasting your time, these hubs are necessary for the mission board to have a full set of missions once your system is up and running, they are "scan the data point at surface installation X to locate your target" type installations, they are always hostile, everywhere, but they are needed for a fully functioning mission board and a properly set up system.
