Just because a queue wouldn't work very well, especially for this game. If they implement a server queue, they'll pretty much have to leave it in forever. That would be just one more thing for players to complain about on the forums every day.
Just letting it crash out and self-equalize continues the status quo, requires no new work, requires no money spent on man-hours, and requires little to no explanation (as they are obviously doing right now).
A publicly-traded, AAA game development company frequently known for screwing their players would probably lick their lips at the bonuses of that latter proposition.
(and that post is fighting a straw-man argument; "noone [sic] can play" is entirely a lie, since some people can play. As for those who can't play taking a permanent break, well, they can't really play while in a queue either, can they?)
