There's also the part where a lot of gankers are bored as hell and just go out ganking because there's nothing left for them to do.
They now have projects. New mechanics to poke at. New ways to put their names in people's faces and become infamous.
Remember when phisto stopped ganking because he got into BGS? And the first thing he did when a certain group of would-be law enforcers came over to kick over that BGS project and tell him he can't have nice things?
Obviously this doesn't apply to everyone, but shiny new toys are a hell of a distraction.
That was a great year or so for the Reapers and supporters in Colonia...
Made some great friends there, as well as had a lot of fun when the self-appointed

I was sharing the instance with 4 other Cmdrs (A mixture of Cutters and T-9's of course!) in the middle of the afternoon.
More Cmdrs than I usually see this time of day!
You can't play in open or you will be ganked every 2.5 seconds apparently, so it must be one or the other or both
Yeah, and this time we can build our stuff without some pack of losers trucking over to kick over our sandcastles while we're asleep (or from a different mode) because we didn't respect their authoritah.
Have had a few encounters already, but i don't really mind, i'm mostly staying in open still.
The game has all the tools needed to deal with it.

Finally that horrible flu-like thing I've had since last Friday is withdrawing from its positions and I've been building my first colony for a few days now--in open only. The megaship in Klikis has been a busy place chock-full of T9-s and Cutters every time I've visited there. Not a single ganker in sight, though, so it's all just a fun happy hauling party, really. So I don't think most people are in solo/PG as a result of the new colonization wave.
PS. Before all this I hadn't flown my Cutter for so long I had already blissfully forgotten that it is driftier than a drunken cow running on water-covered ice in hurricane-strength winds with randomly firing JATO-s strapped to it. I've done so much lithobreaking past two days
