The Corsair, unlike the Cobra Mk 5 and the Mandalay which are unique builds is largely a copy/paste of the original Python and its derivatives.
I did a lot of testing yesterday with my 'standard' build. I have yet to see any boost over 600 - noticed by everyone it seems. Anyone who builds ED ships knows there's a hard cap speed, however this is a little extreme. It would appear to relate to the mass of the ship, though Mass lock 7 seems low, however the size of Drive/Thrusters is irrelevant as the factors are 'hard coded'. The agility with Dirty Drag Drives is identical to a Python 1 in the same configuration - Not tried Drive Distributors on a light build yet

The only way you might be able to boost 'faster' is to use a variation of Advanced Thrusters (doesn't exist...yet) which only currently only exist up to size 3. Now making/putting on a size 7 Advanced Thruster Pack on a Corsair, now that's something I could salivate over.
The
only advantages is the previously 'unknown to me ' low slip Clipper flight model and six weapons whose output is slightly higher than the Mandalay, and lower than the Python 2.
Apart from that, it's not a shield tank and it has a low shield multiplier. Armour is higher than the Python 2, but nowhere near that of the Cobra 5 (Approx. 1.5 times of the P2).
My guess it is a Pirate ship as its name suggests. However I am a bit disappointed with its current parameters. It needs to be more distinctive in a performance paradigm. Maybe the low slip model will make a significant difference, but at the moment I am not convinced.
[Added info] The on rails paradigm works well with fixed weapons with jitter i.e. Cytoscramblers and the CG Phasing multi cannons. Using this ship as an interdictor on large ships works well and also against engineered Threat 8 Pirates.
In PVP this might have an advantage in FA off due to the low slip. One thing noticed is that the ship modules appear to be able to take more punishment than usual. It might be a quirk, however it was consistent and it makes sense as the shields are never going to hold up in most battles and the lack of real agility - its the same as the Python 1 this might just be its special sauce. I will leave it to others to test.
