ok ty, so scan all ships before killing them?
Always. After all they might revert back to when shooting an unscanned ship got you a bounty even if the ship turned out to be wanted after you killed it.
Assign the KWS to your fire button, so you scan all ships WHILE killing them.
But keep in mind if you are in a high damage output ship and the target is week or already damaged there is a danger of killing the target before the scan completes depriving you of the extra bounties.

That bug was fixed looong ago, so gimping your killing speed forever in the fear it might someday get reintroduced seems unwise. And even if they do, the worst that can happen is that you'll need to let the game run afk for a few hours while docked, to get rid of the notoriety. And then you'll know the bug is back and can revert to scanning first.

That wasn't a bug it was how the game was written back, then it was changed as new feature not a fix.

Personally I was never a fan of kill them all and then decide if they were guilty.

Oh, I did not know they fixed it!
Still, you never know...happened to me to frag a clean NPC at a HAZ RES...ended up waiting 2 hours to clean my notoriety...decided to go TDC hunting instead :-/

OK, WTH is going on??? I went and cleared my bounty, came back, and the "friendly" NPCs are immediately turning ALL red as soon as I kill the first enemy NPC?

NO, I DID NOT accidentally aggro any of them.

If you are not sure of the reaction speed of canceling shooting then you can use turrets, then you will definitely not hit anyone unnecessary.

The current state is that you do in fact get a fine (not a bounty) for reckless weapons discharge if you graze an unscanned ship even when striking a wanted mission target. I've had this happen when a target jumped into my instance after I've already engaged in combat.

Honestly if its also a long range and fast scan on a C rated KWS it would be sweet. Very useful for something like the Corsair where the 7A thrusters is chewing A LOT of power
Or smaller PP(power plant) ships like the vulture or mandalay.

Still... the A rated one is a very novel thing and useful and comfortable to use on large ships.

Yes I just noticed that 5 minutes ago myself, and was wondering when it got added (the OP was last edited yesterday... [edit: nope, I read the update time in the wrong place]).
I note that Inara explicitly says it has fast scan and long range, while the OP is more vague. Haven't checked the in-game text yet...

And can you explain to me what the point of KWS is (besides money)? I always didn't really understand it and it was a shame to waste a utility slot under KWS, those slots are already scarce.

I realize I'll see status wanted even in anarchic systems. But if I scan a clean one, see the wanted status, and then kill him, I get the status of a criminal in that system. Since he was clean here.

It's a very dangerous tool.

Money. And merits. With a bit of roleplay ("this NPC is actually wanted!")
It's true that the credit increase is relatively low. It was NOT worth it in Legacy due to the time needed to go turn them in, but Odyssey significantly relaxed the turnin requirements and you don't have to travel. So if you have the room & power and are fine paying the opportunity cost, it's "free" extra money.
The extra money also sometimes counts for extra CG credit. Like for this one, any empire-aligned minor faction counts.
It also increases merit gains, because the merits awarded on kill are proportional to the credit amount awarded.

Money, in ED, is not what it used to be 8-10 years ago.
Currently, straight from the start, new players can quickly learn to make millions, billions.
The good thing is that it makes rebuy costs trivial, whereas it was TRAUMATIC back in the days.
So, what is left about money? I believe that it has become something similar to a score, with some opportunities to be among the high score during the CG's, for instance.
What is a game (video, sport, etc...) without score?

But yep, I am personally not sacrificing any of my utility slots for a KWS...but that is because I want my PvE build to be highly PvP capable, since I do CG's mainly to meet other commanders (whether hostile or friendly). Also, if you join a wing, and one of your teammates is using a KWS, then it shares the scan among all teammates.

I do. I had reset my account a year or so ago. So need new credits.
And before you say "but whatch this youtubbbe viedo of pupolaaar credet" no. Your grind method is out of date... and I have a way to make 100mil in a much shorter time...
But I like to vary things up and use bounty hunting now and then and the fast scan mod makes hunting a lot more worth it in the long run. Plus I don't need 1024 shield boosters to get good at bounty hunting.
I can easily "Sacrifice" a utility mount for a KWS and not lose effectiveness in a HAZ RES.

So in short: its fun. And I am not a newb who never learned how to play other than "SLAPP ON 2048 SHIELD BOOSTERS"

I guess that means a lot of participants have only done enough to get the toys.
And, given the total amount of bounties (mostly raised by the top 25%), I guess the top 10 is way, way out of reach. :p

It would only get hard if we had brackets like top 5%, 2.5%, 1%. 1% sounds extreme, but even on a low participation CG like 3k players would mean a 30 player 1% range. Some extremely low participation CGs below 500 players would get a bit awkward with these brackets if they don't have a minimum amount for each, though.

Tier 1 reached: only the top 10 commanders get a rank E module.
Tier 2 reached, top 25% get it, top 10 get it as well as rank D.
Tier 3, top 50% get the rank E, 25% get E+D, top 10 get E+D+C, etc...
Maybe for the top 10, when a super high tier is reached, add an item that only ARX can buy?

That would definitely increase the motivation to actively participate.
