Lucky you hehehe.. are you saying those drivers stop the stuttering?
Not me - I just haven't updated the driver in a bit and was holding off after all the bad press on new drivers.

I just installed 566.36, but have yet to test in ED

EDIT: First brief test. All is well so far. No stuttering noticed but will try to get more ED time soon.

Really bad right now. Doesn't appear to be my PC or Internet and downdetector looks ok. Been getting a bunch of mauve adders, orange sidewinders, etc
 
What I found interesting is that the stutter occurs on the loading screen as well. And there seams a certain pattern to it. Several short bursts up to a longer stutter, then there is a few seconds pause and a longer one. It is the same in game. I mostly recognize it at 16 minutes after the hour. Here is a video of the loading screen. It is not always there. I needed several attempts until I got it.

I should also note that the stutter on 15 is becoming very aggressive for me, becoming very similar to the one at 05. My wild guess is the issue is server based. Maybe distance, maybe specific server. As I said, the geforce now sessions doesn't experience stutters, if we are aware how elite's servers are built as infrastructure, as in - locations, I can change which servers I am using to see if location matters.

I find the one at 15 minutes past the hour really bad, as in two lots one right after the other. Sharpshooters in CZ's are having a field day as I stand there frozen to the spot for 30 seconds. :ROFLMAO:
 
I play ED since release in December 2014. This stutter that occasionally happens is new to me. It happened the first time after one of the latest updates. It even happens when approaching a space station for docking. Running a 13900K CPU should offer enough headroom to get the job done though.

I have noticed that the longer stutter happens about a third of a rotation before the game starts.

I have never seen this sort of stutter as I am using Geforce Now on Sheild TV Pro with ethernet cable connection - I pay premium £8.99 per month and get, I think, a 4090 rig with no queuing for next rig at all.
I have seen the loading screen stutter discussed from #46 above - instead of 1 and a 1/3rd rotations before game starts I have sometimes had 3 or even 4 rotations before game starts - I have assumed this is due to very heavy user count and/or FC movements due to CG's as this is when it happens.
Outside of peak times or when no CG, it reverts to 1 and a 1/3 rotations.

The "regular stutter" has the same pattern. If I am in the mood I will record another video in-game which shows that.

Correct! This issue is defined and programmatic, not just a random event or externally triggered.

The loading screen shows the exact same pattern of 10 to 12 "blips" that last maybe 50 to 100 ms each. This is followed by a 3 to 5 second lull, ending the sequence with a nearly 1 full second long blip.

When I say "blip" I mean the client freezes entirely, not just stopping rendering or a process stutter that queues up transactions that later play on. When one of these stutters occur, the game does nothing. I have been in the middle of fights when these happen and my fire/trigger pulls are not even registered. The game clock also freezes and later jumps to re-synchronize. Needs fixing ASAP!

These are different. The loading screen has had slight stutters for years but those are not present or are as noticeable once the game has loaded. They also don't have a pattern like the one being reported. Those seem more random and dependent on external influence, perhaps network, disk, or GPU.
