Odyssey delivery destination conflict

So you can't do multiple collection / delivery missions to the same settlement? What is the in-game justification for this?

You may only take 1(One) mission to any settlement at a time. Once you've taken the first mission the destination is blocked. You can take multiple missions to multiple locations but they way they decided to handle missions is they load in a mission specific instance as you approach to prevent you noticing this as much they just don't let you have multiple missions.
 
You're delivering to a specific NPC at a specific location. Once that slot is taken you can't get more as this takes the NPC off their normal route.
Imagine a settlement where you'd stacked 20 missi9ons so 20 NPCs are standing a specific location leaving the settlement open for you to wander round and loot at your leisure.
This becomes more obvious if a wing take delivery missions to a single settlement.

You mean like FEDEX delivering multiple packages to multiple people in a large building? This happens thousands of times a day every day. This stupid mission design is done entirely to create an artificial grind. The core of this game is amazing, but the company behind it sucks.

Nope, I don't agree - I really think that this is the reason:

Hmm, this reminds me... I haven't taken any missions from NPC:s at settlements for ages, because I'm not happy with all the running back and forth that comes with always having to return to the mission giver, but back when I tried a few, I recall I could get into a sort of strict stacking sequence lock situation; Don't remember exactly, but think it worked such that if I came to a settlement with an active mission to it, and then took a new mission from its one spawned mission giver before first doing what I came there for in the first place, I would be blocked from completing the original mission until done with the new one...

Does anybody know whether this still happens?
