Thanks for your input, everyone. I don't think it's necessary to vote on this any longer as it's apparent that there are a fair number of beta players who have said permit without being kickstarters. An interesting point was brought up in the thread that spawned this poll though.
One poster mentioned thinking that beta backers who have submitted a lot (unknown amount) of bug tickets received the permit as a reward for this.
I'll resist making a second poll, but I'm interested to know how many of the beta/PBeta/alpha players WITH the permit have submitted a significant amount of bug reports. This is just to see if the comment mentioned above holds any water. Who knows, it's possible.

Same as you, only I have it.
Probably half a dozen crash logs when my Nvidia 780 drivers give up, and maybe half a dozen tickets via the support website.

I've submitted maybe 3 or 4 auto generated reports after major collapses, but I'm sure I had it prior. Can't remember really
It appears ticket count has no bearing on this matter either. Oh well. Thanks for being so forthcoming everyone. Maybe we can get some insight from a mod or dev on this matter.

Nah, I submitted over 170 tickets, and broke their system (muahahahaa)... and I don't have FWP.

Maybe FD want to let let this poll run because they want to work out how non premium backers have ended up with this perk?
KS backer with SOL and Founders permits 
Regular beta and my first character had both Sol and the founder's system permits. I restarted yesterday (first toon was played assuming there would be a wipe) and only got the Sol permit that time. Doesn't matter to me though, it isn't like there's a shortage of systems. Haven't even left my starting system with the new toon except for a little ring around it for exploration data.
