We need some type of bounty board or the like so we can ascertain whether a fellow commander is wanted without having to resort to a scan. Alternatively engage in alternative methodology, ie engage immediately and forcefully without warning and reduce target ship health to 2%. Once so reduced, gracefully withdraw to 3km and commence leisurely scan. Dispatch as necessary, alternatively escort to nearest repair facility depending on outcome of said scan.

Certainly better than killing someone for just being a hollow blip on the radar.
IMHO, any action you take with another CMDR is risky at best and you should always be ready to evade or engage. When I scan a player, I make sure to keep myself on the move and out of their crosshairs. The scan is where most CMDRs make themselves the most vulnerable by staying still and scanning ahead.
For example, if I know I've got a big bounty out of the current system and a CMDR waltzes by and starts to scan me, you can bet I'm going to (try to) drop their shields before they can finish their scan.
If I'm totally clean and I get a scan, I certainly go on alert and begin maneuvering out of their crosshairs.
Here's a scenario. You are at a nav point waiting for trade in wanted's. You are stationary. A commander fly's fight up to your nose like 1-2 meters and your K scanner alarm goes off. This guy is going to one of two things, shoot or flee. Are you willing to do nothing and find out which?

This is what I'll do:
I'll seperate immediately (reverse thrust) and let him scan. If he declares his hostility by beginning to follow me I'll end him. If he starts shooting I'll end him. If he scans me twice I'll end him.
If he stays where he is and scans then good for him - no skin off my nose, I'm clean with 0 bounty on my head.
Why would he scan you twice? He may as well say Im gonna kill you if this scan shows anything, and you are like 'ok'.

Let's be honest. Players did all of the above to you and you did nothing but whined on the forum. Someone who actually killed doesn't try to get further satisfaction by ranting more.
How many Anacondas will you reduce to single percentile hull strength for someone else to get the bounty? 2, 3, 6?

He is obviously going to try his damndest if collecting bounties is his intent. How else does he ascertain whether I am worth dying for? There is no other game mechanic available to him to find out whether I am wanted other than to scan me, ergo he can have his ONE scan.
