I would assume it's to make it easier to spot visually when a ship has deployed its weapons. You get a notification on the HUD when a targeted ship deploys weapons, so it clearly isn't something that the game is trying to 'hide' from other ships.

Or just pinch them from the washing line.There are easier ways to get pants off of pirates. A gin and tonic is usually quite efficacious.

This only happens if they are on sensors and can be targeted.
I've fought many a CMDR who ran ultra cool, or had a silent running build that was not targetable at all beyond ~300m. Camouflage was very important for these ships.
This is a little harder to do since the changes in the heat system, but is not impossible, and people are generally much less prepared for it.
